Does Liverpool City Council take part in ECO4 Flex?
Liverpool City Council runs ECO4 Flex through its Healthy Homes programme. Its ECO4 page lists who qualifies, including households with an income under £31,000 or with certain health conditions, and how to apply. Source: Liverpool City Council's ECO4 page.
Is the Warm Homes: Local Grant available in Liverpool?
Not until April 2027. Liverpool is in the Liverpool City Region Combined Authority consortium, which GOV.UK lists at £31,805,813. Liverpool City Council says year two (1 April 2026 to 31 March 2027) is oversubscribed, and you can register interest for year three, which starts on 1 April 2027.
