Can You Really Get Free Solar Panels in the UK?
Not as a standalone grant. There is no single government grant that gives every homeowner free solar panels. Free solar happens when it is part of a funded package: under ECO4 it is usually installed as part of a whole-house package, and the Warm Homes: Local Grant in England can include solar panels for eligible homes. Separate support (0% VAT, export payments) can help anyone who pays for solar themselves.
You may get solar panels as part of a funded package if you receive a qualifying benefit (or meet the income rules for the Warm Homes: Local Grant) and your home is rated EPC D to G, through ECO4 or the Warm Homes: Local Grant. A survey decides what is funded.
You won't get a free grant, but you can still bring the cost down, if your home is already efficient (EPC A to C) or your income is above the limit, through 0% VAT, the Smart Export Guarantee (ongoing income for exported electricity) or comparing quotes from MCS-certified installers.
Be cautious of anyone offering "free solar panels" with no eligibility questions asked. This usually means a rent-a-roof deal (where a company owns your panels and keeps most of the value) or, in some cases, a scam. See Scams to Watch Out For below.

ECO4: The Main Route to Free Solar Panels
ECO4 (Energy Company Obligation, phase 4) is a legal requirement on large energy suppliers, regulated by Ofgem, to fund energy efficiency improvements, including solar PV, for low-income and vulnerable households. It's funded by energy companies, not general taxation, and it ends on 31 December 2026. The Warm Homes Plan is the government's wider programme that follows on from these schemes.
Do you qualify for ECO4 solar panels?
You generally need both of the following:
- A qualifying benefit: Child Benefit (subject to an income threshold), Housing Benefit, income-based Jobseeker's Allowance, income-related Employment and Support Allowance, Income Support, Pension Credit (Guarantee Credit or Savings Credit) or Universal Credit. Not on benefits? ECO4 Flex (LA Flex) lets your council refer you. Routes include gross household income under £31,000, area-based targeting and a health condition made worse by a cold home. Councils opt in and publish a Statement of Intent.
- A home that is generally EPC band D to G, with separate rules for private rented and social housing. Check yours free at gov.uk/find-energy-certificate.
ECO4 takes a "whole-house" approach, so solar PV is usually installed as part of a package alongside other measures, typically electric heating such as a heat pump, rather than on its own. Warm Homes: Local Grant – Solar Funding via Your Council
The Warm Homes: Local Grant is run by local councils in England. It funds free energy upgrades, including insulation, low-carbon heating such as heat pumps, solar panels and smart controls, for privately owned homes (owner-occupied or privately rented) with an EPC rating of D to G. £500m has been allocated, with delivery running from April 2025 to March 2028. Solar is one possible upgrade, not a guaranteed one.
Who qualifies: household income usually £36,000 a year or less, or the home is in a qualifying low-income postcode, or someone in the household gets certain means-tested benefits.

0% VAT and the Smart Export Guarantee – Available to Every Homeowner
You don't need to qualify for a grant to get help with cost. Two forms of support apply regardless of income:
Residential solar panel installations currently carry 0% VAT instead of the standard rate. It's applied by the installer, so you don't need to apply. According to HMRC's VAT guidance, the relief is scheduled to run until 31 March 2027, after which VAT reverts to 5%.
Once your system is MCS-certified and you have a smart meter, your energy supplier is required to pay you for every unit of electricity you export back to the grid. Rates vary by supplier and tariff, and what you earn depends on your system size and how much you export. You can switch SEG providers independently of your electricity supplier to get the best rate.
If you don't qualify for a grant, combining 0% VAT with SEG income and comparing installer quotes is the realistic route to affordable – not free – solar. We can still help with the eligibility check even if you're paying for the system yourself.
Solar Panels in Scotland, Wales and Northern Ireland
Funded solar is delivered differently across the UK:
Home Energy Scotland and the Warmer Homes Scotland scheme support eligible households. Check what is currently available, as the rules differ from ECO4.

Do You Qualify? Check the Full Criteria
Most schemes check for the same combination of factors. You're most likely to qualify for a fully funded install if:
- Your property is in England, Wales, or Scotland (with a separate, more limited route in Northern Ireland)
- Your home has an EPC rating of D, E, F, or G – check yours at gov.uk/find-energy-certificate
- You, or someone in your household, receives a qualifying means-tested benefit, or your household income is within the scheme limit (for the Warm Homes: Local Grant, usually £36,000 a year or less)
- You own your home, or you're a private tenant with your landlord's written permission
- Your roof has suitable south, east, or west-facing space, is structurally sound, and isn't affected by planning or conservation restrictions
- You're connected to the grid for electricity export

Scams to Watch Out For
Because "free solar panels" is heavily searched, it also attracts scams. A few signs to watch for:
- Cold calls or doorstep visits claiming you've been "selected" for free government solar panels. Don't agree to anything on the call; check eligibility yourself through your council, GOV.UK or the scheme administrator.
- Pressure to sign immediately or claims that you'll "lose your place" – no genuine scheme works this way.
- Requests for an upfront fee to "secure" or "process" your grant – genuine schemes never charge to apply.
- "Rent-a-roof" offers where a company installs panels they own and keeps the export income. These largely disappeared after the Feed-in Tariff closed to new applicants, so be cautious of anyone offering this model today.
- Installers who aren't MCS-certified – check any installer at mcscertified.com before agreeing to anything; you need MCS certification to claim SEG payments and for proper warranty cover.

If you don't meet the criteria for a fully funded grant right now, you still have options:
- Paying for a system yourself can still make sense for some households: 0% VAT and Smart Export Guarantee income help with the cost, and the right choice depends on your roof, your usage and the quotes you get.
- Installer finance can spread the upfront cost, but check the total you would repay and compare it with paying outright.
- Check whether insulation is funded first. Loft and cavity wall insulation are often available through ECO4 for households that qualify, and a well-insulated home gets more from any solar system.
