Between January 2013 and the end of March 2026, 4,453,004 Energy Company Obligation (ECO) measures were installed in 2,595,218 households across Great Britain, according to official DESNZ statistics published on 25 June 2026. Birmingham recorded the most measures of any council (195,919). The tables below cover all 350 local authorities.

How to use this data
- Compare councils of different sizes with measures per 1,000 households, not raw totals. Large cities lead on totals because they have more homes.
- One household can receive several measures, such as a boiler and loft insulation. That is why measures are higher than households helped.
- ECO measures cover every phase since January 2013 (ECO1 to ECO4), not ECO4 alone. DESNZ does not publish an ECO4-only total by council.
- The ECO3 Interim / ECO4 Flex column counts Affordable Warmth measures where the household qualified through the flexible eligibility route, for example through a council’s LA Flex declaration. Read more about how this works in our LA Flex scheme guide and ECO4 scheme guide.
- Figures are provisional. Quote the period (to end of March 2026) and the source when you use them.
Methodology and source
- Source: Department for Energy Security and Net Zero (DESNZ), Household Energy Efficiency Statistics, headline release June 2026, published 25 June 2026 (Excel tables).
- Tables used: Table 3.4: ECO measures by administrative area; Table 3.5: ECO Affordable Warmth measures installed via Flexible Eligibility, by administrative area; Table 4.4: Households in receipt of ECO measures by administrative area. Each was last updated on 28 May 2026.
- Period: January 2013 to end of March 2026 for measures and households; April 2017 to end of March 2026 for the flex column. The ECO3 Interim / ECO4 Flex figures start in April 2022.
- Per 1,000 households figures are the DESNZ published rates, based on 2022-based household projections for mid-2025 (ONS, Welsh Government, National Records of Scotland).
- We copied the figures as published and did not adjust or estimate any value. We show the 350 single-tier and district councils, which add up exactly to the published Great Britain totals. County and Inner or Outer London sub-totals in the source are left out to avoid double counting. Councils sharing a county show that county under their name.
