Housing Benefit and ECO4 / Help to Heat
When Housing Benefit can be a route
Housing Benefit can qualify a private-housing household for Help to Heat support under the Energy Company Obligation when it appears on the live GOV.UK benefits list. It is a qualifying benefit route, not an automatic boiler install. You still need EPC bands, correct tenure, a property survey, and available supplier funding. Paperwork speeds a genuine check — it does not guarantee approval:
Housing Benefit award letter or digital confirmation from your council
Photo ID and proof of address
Proof of ownership or tenancy
Written landlord permission if you rent privately
EPC if you already hold one
Income-based Jobseeker’s Allowance (JSA)
Income-based vs contribution-based / new-style JSA confusion
Income-based JSA is on the Help to Heat list for private housing (confirm on GOV.UK). Contribution-based JSA and many new-style JSA arrangements are different — do not assume any JSA payment qualifies. Income Support remains on the GOV.UK Help to Heat list for private housing. The remaining cohort is smaller, but the question still appears in search — so this hub answers it directly. Working Tax Credits appear in site search demand, but they are not on the GOV.UK private-housing Help to Heat list used for this guide — re-verify at publish. Try /eligibility and LA Flex / Statement of Intent if you may qualify another way.
Attendance Allowance

What else you need besides the right benefit
Property / EPC (GOV.UK framing)
- Owner-occupiers: typically bands D–G
- Private rent: typically bands E–G plus owner permission
Find or request a certificate via GOV.UK find an energy certificate.
Tenure
Homeowners follow the owner path. Private tenants need written landlord consent. Social housing pathways often focus on insulation or first-time central heating rather than a like-for-like free boiler replacement — see eligibility and Ofgem homeowners and tenants guidance.
Heating condition / survey
Ofgem FAQs note repair, replacement, or upgrade may be possible with technical rules (broken vs inefficient) — the survey decides. There is no national rule that your boiler must be 7 or 8 years old. Ignore that myth if a cold caller uses it as a guarantee.
What you might actually get (honest 2026 framing)
Packages may include insulation and/or heating measures — not always a like-for-like new gas combi. We do not invent measure-mix percentages or bill-saving figures. Contributions may apply in some cases per Ofgem.
Mechanism: /eco4-scheme. Other measures: /grants. Low-carbon heating grants are listed there — we do not deep-dive air-source heat pumps on this page.
If you’re not on any Help to Heat benefit
Councils can refer households through LA Flex or a Statement of Intent when you are not on a listed benefit. Thresholds vary — we do not invent national income cut-offs.
Warm Homes Local Grant and the Boiler Upgrade Scheme are separate — browse grants rather than blurring them into a “free boiler grant.”
ECO4 ends 31 December 2026 — plan checks early; funding can run out locally before the statutory end date.
Cold calls and “you’re pre-approved on benefits” pitches
Benefit recipients are frequent targets for misleading “pre-approved free boiler” calls. Never pay to apply. Verify TrustMark and Gas Safe details and insist on a written contract before works.
