Boiler Grants for PIP Claimants: What Help You Can Get

PIP on its own does not qualify you for ECO4. Many PIP claimants still get help through another benefit in the household, LA Flex or a scheme in their own nation. This guide shows which routes to check.

Why PIP Alone Does Not Qualify for ECO4

ECO4 is a government scheme regulated by Ofgem and paid for by larger energy suppliers. Its Help to Heat route runs on means-tested benefits: Universal Credit, Pension Credit (Guarantee Credit and Savings Credit), Income Support, income-based Jobseeker's Allowance, income-related Employment and Support Allowance, Housing Benefit and Child Benefit within its income limits. PIP, DLA and Attendance Allowance are not on that list. Child Tax Credit and Working Tax Credit ended on 5 April 2025 and no longer count.

Ofgem's ECO4 delivery guidance says households with disabilities are eligible only where they get a means-tested benefit on the Help to Heat list or qualify under one of the four ECO4 Flex routes. Getting PIP does not open the door by itself, but it does not close it either. The sections below cover the routes that can still apply.

Check the whole household first

It is worth checking whether anyone in the household gets a qualifying benefit, for example Universal Credit alongside PIP. If so, the standard ECO4 route may apply. Our Universal Credit guide and Pension Credit guide explain what else the home needs.

Each scheme has its own rules and its own application. Check the one for your nation and your circumstances.

LA Flex: The Route Most PIP Claimants Should Check

If nobody in the household gets a qualifying benefit, your council may still declare you eligible through LA Flex. The council must publish a Statement of Intent first, and not every council takes part. It uses one or more of four routes:

  • Route 1: gross annual household income under £31,000.
  • Route 2: at least two proxy measures.
  • Route 3: a severe or long-term health condition made worse by a cold home, referred by a GP or the NHS.
  • Route 4: the council's own bespoke targeting.

Route 3 is the one built for health conditions. It covers a cardiovascular or respiratory condition, limited mobility or immunosuppression that a cold home makes worse, and it needs a referral from a GP or the NHS. Your PIP award is not the test: the referral is.

Scotland, Wales and Northern Ireland

Scotland. Warmer Homes Scotland's passport benefits include Adult Disability Payment, which replaced PIP for new claims in Scotland, Pension Age Disability Payment, Child Disability Payment and Scottish Adult Disability Living Allowance, among others. Northern Ireland. There is no ECO4 in Northern Ireland. The Housing Executive's Affordable Warmth Scheme is the main help. Our Northern Ireland guide sets out who can apply, and PIP is one of the disability benefits it mentions. Funding is limited.

A Heat Pump Grant That Ignores Benefits

The Boiler Upgrade Scheme is not means-tested, so PIP and other benefits do not matter. Anyone with an eligible property can apply. It pays £7,500 towards an air source heat pump in England and Wales; check GOV.UK for the current rules. It is money towards a heat pump, not a free boiler. PIP Claimants - Frequently Asked Questions

Does PIP qualify for a free boiler?

Not on its own. PIP is not on the ECO4 Help to Heat list of qualifying benefits, which are means-tested. You may still get help through another benefit in the household, through LA Flex if your council takes part, or through a scheme in Scotland, Wales or Northern Ireland. Eligibility is not a guaranteed installation.

Can I get ECO4 if I get PIP and Universal Credit?

Yes, it is worth checking. Universal Credit is a qualifying benefit for ECO4, and PIP does not need to qualify for the claim to work. The home must still meet ECO4's other rules, such as the EPC band, and a survey decides what work can be funded.

Does DLA or Attendance Allowance qualify?

Not on their own. Ofgem's ECO4 delivery guidance treats them like PIP: households with disabilities are eligible only where they get a means-tested benefit on the Help to Heat list or qualify under one of the four ECO4 Flex routes. A health condition made worse by a cold home can count under LA Flex Route 3.

What is LA Flex Route 3?

Route 3 covers a severe or long-term health condition made worse by living in a cold home, such as a cardiovascular or respiratory condition, limited mobility or immunosuppression. It needs a referral from a GP or the NHS, and your council must take part in LA Flex and have published a Statement of Intent.

Is there a boiler grant for disabled people in Scotland?

Warmer Homes Scotland accepts Adult Disability Payment, which replaced PIP for new claims in Scotland, as a passport benefit. Pension Age Disability Payment, Child Disability Payment and Scottish Adult Disability Living Allowance are also on its list, among others, and it helps people aged 75 or over with no working heating.
