Government Grants to Replace Storage Heaters: Who Can Get One in 2026?
Grants to replace storage heaters come mainly through ECO4, which energy suppliers fund under rules set by government. For eligible electrically heated homes, ECO4 can pay for high heat retention (HHR) storage heaters, and in some homes for a heat pump or first-time central heating instead. It is not a cash grant, funding is never guaranteed, and ECO4 closes on 31 December 2026.

From Ofgem's ECO4 delivery guidance and ECO FAQs. A SAP responsiveness rating shows how well a heater responds to its controls; higher is better.
Can I get a grant to replace old night storage heaters?
Possibly. ECO4 can fund an upgrade from old, inefficient storage heaters to HHR storage heaters for eligible households living in homes that meet Ofgem's rules. Working, efficient storage heaters are generally not eligible for a like-for-like upgrade.
ECO4 is an obligation on energy suppliers rather than a cash grant. Ofgem says ECO is not a grant scheme, that different installers may offer different levels of support, and that some households may be asked to contribute. See Ofgem's ECO FAQs for households and our ECO4 scheme guide. If you are looking for free storage heaters, this is the scheme that can pay for them, and only where the rules below are met.
What ECO4 can fund, by the heating you have now
| Your heating now | What Ofgem's ECO4 guidance allows |
|---|---|
| Inefficient storage heaters (SAP responsiveness 0.2 or below) | Can be upgraded to HHR storage heaters, or replaced with renewable heating such as a heat pump. In some homes, first-time central heating may apply. |
| Efficient storage heaters that still work (above 0.2) | Not eligible for a like-for-like storage heater upgrade. They can be replaced with renewable heating, such as a heat pump, if that brings a heating cost saving. |
| Efficient storage heaters that have broken down and cannot be economically repaired | Can be replaced with another storage heater of the same type, within a cap on heating replacements. Renewable heating, or in some cases first-time central heating, is also possible. |
| Electric room heaters only, or no fixed heating | HHR storage heaters can be installed, and first-time central heating may apply. Ofgem does not count electric room heaters, fixed or portable, as a main heating system. |
Source: Ofgem ECO4 Delivery Guidance version 4.0. The same guidance says every storage heater installed under ECO4 must have a manufactured SAP responsiveness rating of 0.8 or above, which HHR storage heaters meet, and that an installation is not complete unless the home is on an off-peak electricity tariff. Which row applies to you is confirmed at the home survey.
Check Your EligibilityWho is eligible for storage heater replacement under ECO4?
Eligibility has two parts: the household and the home. You generally need to meet one household route and the home checks.
The household
Our LA Flex guide explains the council route, and our eligibility checker takes about two minutes.
The home
Not sure of your EPC rating? Our EPC guide shows how to look it up.
Private renting. Ofgem's guidance says replacing or upgrading an electric storage heater is generally not eligible in a private rented home. The exceptions include first-time central heating and renewable heating such as a heat pump. Read our guide for private tenants and landlord permission.
Insulation. Ofgem says all ECO4 heating measures are subject to insulation pre-conditions, so a survey may find your home needs insulation too. See our insulation grants and loft insulation grant guides.
Can pensioners get storage heaters replaced for free?
Not on age alone. The State Pension is not a qualifying benefit for ECO4, but Pension Credit is. Pensioners without Pension Credit may still qualify through a council LA Flex referral.
The Warm Home Discount is a separate scheme. GOV.UK describes it as a one-off discount off an electricity bill, and its rules depend on where you live. Check the GOV.UK Warm Home Discount page for the current position.
What is a storage heater, and how do electric storage heaters work?
A storage heater is an electric heater that charges on cheaper off-peak electricity, usually overnight, stores the heat in its core and releases it through the day. A night storage heater is the same thing: the name comes from charging at night.
Storage heaters are usually paired with a tariff that has two electricity rates, such as Economy 7, with the cheaper rate overnight, according to Energy Saving Trust. That is why Ofgem treats an off-peak tariff as part of a completed ECO4 storage heater installation.
A modern or high retention storage heater is designed to hold its heat for longer. Under ECO4, the HHR heaters are the ones that meet Ofgem's 0.8 responsiveness requirement for new installs, while older heaters rated 0.2 or below are classed as inefficient. Retailers also sell "smart" storage heaters with app or Wi-Fi controls, but Ofgem's test is the SAP responsiveness rating, not the label.
How to use storage heaters and work the controls
The idea is to charge overnight and release by day. Most storage heaters have an input (charge) control, which sets how much heat is stored overnight, and an output (damper) control, which sets how quickly it is released the next day. Many newer models add an automatic charge control that works out how much heat to store for you.
- Check you are on an off-peak tariff, so the heaters charge at the cheaper rate.
- Set the input lower for mild weather and higher for cold spells, rather than leaving it at maximum.
- Use the output control to release heat when you are at home, and follow the instructions for your model.
Energy Saving Trust has a step-by-step guide to using electric storage heater controls.
How much does it cost to run storage heaters?
It depends on your off-peak unit rate, the number and size of your heaters, how well insulated the home is and how you set the controls, so there is no honest single monthly figure. We do not publish an average cost per month for that reason.
To work out your own cost, find your off-peak and daytime units on your meter or bills and multiply each by the rate on your tariff. Do night storage heaters use a lot of electricity? They use electricity to charge, so storing more heat than you need, or charging at the standard rate instead of the off-peak rate, will cost more than it should.
If your heaters are old and rated 0.2 or below, or the controls no longer work, a survey can show whether an ECO4 upgrade is worth pursuing. Insulation also affects how much heat you need to store, which is why we cover it in our insulation grant guide.
What is the best replacement for night storage heaters?
There is no single best replacement: it depends on your home, your tariff and what funding you qualify for. For an electrically heated home, the options Ofgem's ECO4 rules recognise are HHR storage heaters, a heat pump or, in some homes, first-time central heating. A survey is how you find out which fits.
| Option | Best for | Funding route |
|---|---|---|
| High heat retention (HHR) storage heaters | Staying on electric heating with off-peak charging | ECO4 can fund an upgrade from inefficient storage heaters for eligible households. Otherwise you would fund it yourself. |
| Air source heat pump | A home with suitable insulation and space, confirmed at survey | ECO4 renewable heating for some households, or the Boiler Upgrade Scheme in England and Wales. |
| First-time central heating | A home that has never had wet central heating and has had no working, efficient storage heaters since 1 April 2022 | ECO4 first-time central heating for eligible households, with a gas boiler or a heat pump. |
| Electric radiators and other room heaters | Occasional heating of individual rooms | Ofgem does not count electric room heaters as a main heating system, so they are not what ECO4 funds as a storage heater replacement. |

This page is not a buying guide. We do not rank storage heater brands or models, and we do not recommend retailers.
What if I don't qualify for ECO4?
Not every household will meet ECO4's rules, and we would rather say so clearly. If you don't qualify:
- Your council may still help through LA Flex, even outside the standard benefit list.
- In England, the Warm Homes: Local Grant offers free energy saving improvements to homes on a low income, getting certain benefits or in certain postcode areas. Councils run it, and heating upgrades such as air source heat pumps are among the improvements they can suggest.
- If you want a heat pump, the Boiler Upgrade Scheme is open in England and Wales and is separate from ECO4.
- You can pay for an upgrade yourself. Get written quotes, ask for the SAP responsiveness rating of any storage heater you are offered, and compare the running costs on your own tariff.

What ApplyFreeBoiler.uk does
ApplyFreeBoiler.uk is run by Reliant Energy Solutions Ltd, an ECO4 installer. We are not the government, Ofgem, a council or an energy supplier. We check your eligibility, survey your home, install eligible measures and submit the work under ECO4. The funding comes from energy suppliers' ECO4 obligations, not from us.
We cannot guarantee approval before a survey, and we will not promise a specific heater, brand or installation date upfront, because those depend on your home. What we can offer is a straightforward eligibility check and honest answers at every stage.

Storage heater grant FAQs
Can I get a grant to replace old night storage heaters?
Possibly. ECO4 can fund an upgrade from old, inefficient storage heaters to high heat retention (HHR) storage heaters for eligible households, but funding is never guaranteed. Ofgem classes a storage heater rated 0.2 or below on the SAP responsiveness scale as inefficient, and a survey is needed to confirm which group yours falls into.
How much does it cost to replace storage heaters?
It depends on how many heaters you have, the models chosen and the state of your home, so we do not quote a price here. If you qualify for ECO4, the upgrade may be fully or partly funded, and Ofgem says some households can be asked to contribute. Whatever the route, get the cost to you confirmed before agreeing to any work.
What can I replace old or night storage heaters with?
The main options are HHR storage heaters, an air source heat pump or, in some homes, first-time central heating. Which one fits depends on your home, your tariff and what funding you qualify for, and a survey is how you find out. The comparison table earlier on this page sets out each option.
Should I replace my storage heaters with electric radiators?
It depends on how you want to heat the home, and it is worth checking funding first. ECO4 funding is aimed at storage heaters and electric heating systems that reach a 0.8 responsiveness rating, and Ofgem does not count electric room heaters, fixed or portable, as a main heating system. If you would pay yourself, compare running costs on your own tariff and get written quotes.
Is it worth replacing old storage heaters with new ones?
It can be, but it depends on your current heaters, your tariff and your home. Ofgem classes heaters rated 0.2 or below as inefficient, and an upgrade funded through ECO4 may cost you little or nothing. If you would pay yourself, get written quotes and compare them with your current running costs, because we cannot give a payback figure that holds for every home.
What are the most efficient night storage heaters?
Under ECO4, every storage heater installed must have a manufactured SAP responsiveness rating of 0.8 or above, and Ofgem says HHR storage heaters meet that. This page is not a buying guide and we do not rank brands or models, so ask for the responsiveness rating of any heater you are quoted for.
Are storage heaters or night storage heaters being phased out?
Not under ECO4 today. Ofgem's ECO4 rules still allow upgrades to HHR storage heaters in eligible homes until 31 December 2026. We cannot confirm what the rules will be after ECO4 closes, so check GOV.UK for the latest position before planning around it.
Can you still buy night storage heaters?
Yes, modern storage heaters are still installed, including under ECO4, where new heaters must have a SAP responsiveness rating of 0.8 or above. This page is not a buying guide, and we do not recommend retailers or brands.
Do night storage heaters use a lot of electricity?
They use electricity to charge, so the cost depends on your off-peak rate, how many heaters you have, how well insulated the home is and how you set the controls. Storing more heat than you need wastes electricity, and charging at the standard rate instead of the off-peak rate costs more. We do not give a monthly figure because it varies too much from home to home.
Can pensioners get storage heaters replaced for free?
Not on age alone. The State Pension is not a qualifying benefit for ECO4, but Pension Credit is, and pensioners without it may still qualify through a council LA Flex referral. The Warm Home Discount is separate: GOV.UK describes it as a one-off discount off an electricity bill, with rules that depend on where you live.
Can tenants get storage heaters replaced under ECO4?
Generally not for a like-for-like swap. Ofgem's guidance says replacing or upgrading an electric storage heater is generally not eligible in a private rented home, with exceptions such as first-time central heating or renewable heating such as a heat pump. Tenants also need the landlord's permission before any work goes ahead.
Do I need insulation as well as new storage heaters?
Possibly. Ofgem's guidance says all ECO4 heating measures are subject to insulation pre-conditions, so a survey may find your home needs insulation too, which may be installed as part of the same ECO4 project.
Is ECO4 ending, and should I apply now?
Yes, it is ending. Ofgem says ECO4 runs until 31 December 2026, following a nine-month extension. Check your eligibility well before then, because the survey and any installation take time, and we cannot confirm what, if anything, will replace it for storage heaters.
