Can ECO4 Replace a Broken Boiler? Inefficient, Non-Condensing & Cap Rules Explained

Home heating boiler and ECO4 replacement eligibility

ApplyFreeBoiler Team

Run by an ECO4 installer — not government or Ofgem. We paraphrase Ofgem/GOV.UK rules; confirm live wording before you act. No invented £ caps, savings, or “guaranteed combi” promises.

Short answer

ECO4-related support can sometimes repair, replace, or upgrade heating, but a broken boiler does not automatically mean a free new combi. Inefficient and non-condensing systems are assessed differently from broken efficient ones, and a survey plus funding rules decide the outcome. ApplyFreeBoiler is run by Reliant Energy Solutions Ltd, an ECO4 installer — not government or Ofgem. ECO runs to 31 December 2026; it is not a cash grant scheme and contributions may apply.

  • Sometimes heating can be repaired, replaced, or upgraded under ECO4-related support — technical rules + funding + a survey decide.
  • “Broken” ≠ automatic free new combi. Inefficient / non-condensing upgrades are discussed differently from broken efficient systems in Ofgem materials.
  • ECO is not a cash grant scheme; contributions may apply.

Broken vs inefficient vs non-condensing (plain English)

Lead-gen sites often blur these together. For a fair answer, split them: what failed, how efficient the system is, and what the property and eligibility evidence support.

Broken efficient systems

If your boiler has stopped working but was a relatively modern, efficient type, Ofgem guidance describes repair and replacement pathways that can differ from standard “upgrade an old inefficient boiler” packages — including situations where funding treatment or caps may apply. We do not invent pound figures here; check dated Ofgem and GOV.UK pages for any cap wording.

Inefficient / non-condensing upgrade

This is what many “free boiler” adverts mean: an old non-condensing or low-efficiency boiler that may qualify for replacement or wider efficiency measures if you pass eligibility and the survey agrees. Still not a guarantee — survey and funding rules decide.

What the surveyor actually checks

Expect assessment of heating condition, system type, property suitability, and your eligibility evidence (for example Help to Heat benefits or LA Flex where used). We do not publish a fake Ofgem checklist — the obligated supplier’s survey is authoritative. Work should be carried out by appropriate registered installers (e.g. Gas Safe for gas).

What you might get instead of a like-for-like gas boiler

ECO4 packages are measure-led: loft or cavity insulation, smart controls, repairs, or low-carbon heating where rules allow — not always a straight swap to a new combi. First-time central heating (properties with no wet central heating) is a different route from “my boiler broke”; we do not turn this page into an FTCH hub.

Consumer guide: free boiler scheme. Mechanism: ECO4 scheme. Heat pumps (separate BUS rules): air source heat pump grant.

Broken boiler + benefits / LA Flex

Help to Heat qualifying benefits remain central for many ECO4 routes. If you are not on those benefits, your council may offer LA Flex / Statement of Intent criteria — thresholds vary and are not invented here.

Check eligibility · LA Flex without benefits · LA Flex scheme hub. Private tenants still need landlord permission where required; a breakdown does not bypass PRS measure limits.

Timeline pressure without panic

ECO4 runs to 31 December 2026. Winter breakdowns are stressful, but we do not invent “funding runs out tomorrow in your postcode” countdowns. Suppliers may prioritise surveys and installs as capacity tightens — starting early helps, without scam pressure.

How ApplyFreeBoiler helps

ApplyFreeBoiler.uk is run by Reliant Energy Solutions Ltd, an ECO4 installer. Where a route looks viable, our team surveys and installs — we are not an emergency same-day repair service, not Ofgem, and not a guarantee of any specific measure. We will be honest when a boiler swap is unlikely and what else may still help.
