LA Flex Free Boiler Without Benefits: How to Use Your Council’s Statement of Intent

LA Flex (ECO4 Flexible Eligibility) can help some households who are not on Help to Heat benefits, but only where your local authority participates and you meet criteria in its Statement of Intent. Help to Heat benefits vs LA Flex — which path am I on?

If you receive a listed Help to Heat benefit (for example Universal Credit or Pension Credit on the live GOV.UK private-housing list), start with our eligibility checklist and the UC / Pension Credit guides. Warm Home Discount and Council Tax Reduction are not Help to Heat boiler-qualifying benefits on their own.

What is a Statement of Intent (SoI)?

Plain English

An SoI is your council’s published rulebook for Flexible Eligibility: who can be referred, under which Routes, and what evidence is needed. It is not an ApplyFreeBoiler document and not an Ofgem consumer application form.

How to find yours

Search the council website for “ECO4”, “LA Flex”, or “Statement of Intent”. Verify the date is still current. We do not publish a invented national criteria table — your SoI is the source of truth for local Routes.

Common Flex route types (high level only)

Income / household proxies

Many SoIs set income or household proxy tests. Only cite a figure from a specific live SoI (council + date). Otherwise check your SoI — numbers are not universal UK law.

Health / vulnerability proxies

Some SoIs allow cold-home or health-related proxies. Medical need alone does not automatically mean a free boiler.

Referrals / other Routes

Referral Routes exist only as Ofgem guidance and your SoI allow. Do not treat marketing “Route numbers” as a national guarantee.

Property, EPC and tenure still matter

Owner-occupier and private-rent EPC bands follow live GOV.UK Energy Company Obligation rules (typically D–G for owners and E–G for private rent with landlord permission — confirm live). Social housing pathways often differ. A survey decides measures; ignore “boiler must be 7/8+ years” as a national hard rule.

What you might actually get (honest framing)

A package may include insulation and/or heating upgrades — not always a like-for-like gas combi. Ofgem states ECO is not a grant scheme; obligated suppliers fund measures after assessment. We invent no £ savings figures here.

Documents and next steps

Expect evidence tied to your SoI (income/proxy proofs where required), ID, tenure/landlord consent, and EPC if held. Uploading documents never equals a guaranteed install.
